Nadhim Zahawi has been working secretly with close allies of Sir Lynton Crosby on a Tory leadership campaign for months, The times it has been said.
Despite becoming chancellor on Tuesday, Zahawi is preparing behind the scenes a Crosby-endorsed plan to become prime minister, which includes cutting corporation tax and VAT and looking at stamp duty.
He is believed to be ready to activate the campaign immediately and the team has been preparing a confidence-focused resignation letter if he is not elected chancellor.
