Durham Police first looked into the allegations in February but failed to launch a full criminal investigation.
But in May, after mounting pressure, the force confirmed it would investigate the allegations fully.
In a statement, the force said it carried out a “detailed, thorough and proportionate” investigation.
They added that a “significant” amount of evidence was gathered but ultimately there was no case to answer because there was “redundancy”.
Responding to the news, a Conservative Party source said: “People in Durham will be surprised to learn that they have been allowed to hang around and drink inside after work with people outside their household under COVID restrictions.
“Other powers have obviously taken a different view. Of course, if Keir Starmer held himself to the standards he demands of others, he would have resigned two months ago.”
