The comment provoked an international reaction and forced the White House to give an embarrassing explanation.
On a small map entitled “Putin’s Difficult Questions and Answers,” White House officials listed future questions for the president to answer.
One issue concerns the disapproval of French President Emmanuel Macron’s comment and the UK government, which suggests that Mr Biden’s remark is “a problem”.
The crèche instructed Mr Biden to answer any such question, insisting that NATO “has never been more united”.
Another future question in the paper reads: “If you are not advocating for regime change, what did you mean? Can you clarify? “
In the paragraphs below, White House staffers advised Mr. Biden to say: “I expressed the moral outrage I felt about this man’s actions. I have not formulated a change in policy. “
Earlier this month, Biden was overshadowed in the White House by returning Barack Obama.
Mr Biden was filmed raising his hands in the air in obvious disappointment as he stood aside as fellow politicians crowded to greet the former president.
The video was widely circulated by the Republican Party, with the National Committee of the Republican Party mocking the Democrat president and saying, “This is so sad.”
Mr. Obama was invited back to the White House by Mr. Biden, his former vice president, to celebrate the 12th anniversary of his signed health care bill, often called “Obamacare.”
