Ethics adviser Boris Johnson has threatened to leave the Downing Street party scandal after concluding that there are “legitimate” questions about whether the prime minister has violated the ministerial code.
Lord Hyde, the independent ministerial adviser, said Johnson’s breach of the law threatened to undermine the role and risk leaving the system open to ridicule.
The times Hyde was said to have threatened to leave during a discussion with the prime minister on Tuesday morning unless he gave a public explanation for his behavior.
