Russian forces have isolated occupied settlements in northeastern Ukraine in the Kharkiv region.

“There is an absolute ban on the delivery of humanitarian trucks from controlled territory of Ukraine,” the ministry warned in a Facebook post. “Locals have been warned that volunteers trying to deliver aid have been shot dead.”

The ministry said the isolated settlements are in the Veliki Burluk area, an area just 20 miles from the Russian border.

Russia is using the Kharkiv region while stepping up its offensive in eastern Ukraine.

It is also reported that all evacuation routes are blocked from the area with authorized departures “exclusively on the territory of the Russian Federation.”

The Ministry of Defense said that mobile phones do not work and many of them are without electricity. Access to ATMs, medical services and basic necessities were also inaccessible, and the ministry noted that consumer goods were “sold at significantly overpriced prices”.

Kharkiv is about 30 miles from the Russian border and is located along a major road on which the invading forces rely as they head south to the eastern regions of Donetsk and Luhansk.

U.S. defense officials have warned that Russia is seeking to push the Luhansk and Donetsk regions – commonly called Donbass – by pushing forces down north through Kharkiv and up through the southeastern port city of Mariupol.

Russia continues to aggressively attack the strategically important port city and claimed victory on Thursday, despite claims by Ukraine that it has not yet taken over the city, as thousands remain hidden in tunnels under the steel plant.

Ukraine is still trying to evacuate civilians stranded in areas around the southern city of Kherson – about 260 miles southwest of Mariupol and 80 miles north of Russia’s annexed Crimean peninsula – where guerrilla warfare continues to rage.
