Senators are urging Biden to name Russia as a state sponsor of terrorism

Democrat Sen. Richard Blumenthal of Connecticut and Republican Sen. Lindsey Graham of South Carolina have tabled a resolution calling on the Biden administration to include Russia as a state sponsor of terrorism (SST).

“Putin is a terrorist and one of the most destructive forces on the planet is Putin’s Russia,” said Senator Graham. “Putin’s Russia deserves this name. We must all be there to ensure that Putin’s Russia is marginalized as long as they engage in this behavior. This resolution sends a strong message to Ukraine that we are listening and agreeing that Putin is running a nation that is a state sponsor of terrorism. We are also letting the Russian people know that our battle is with Putin, and as long as he is your leader, by participating in these activities, you will be isolated on the world stage. I can’t think of a stronger signal at a more important time from Congress and the Biden administration working together to identify Putin’s Russia as a state sponsor of terrorism. I thank my colleague, Senator Blumenthal, for working with me on this resolution to make sure that this moment does not pass.

“Russia’s horrific inhumanity – including barbaric atrocities and war crimes – has earned a rich reputation as a state sponsor of terrorism. “I am proud to be leading this resolution with Senator Graham, applying tougher sanctions and recognizing Russia as a true pariah between nations,” said Senator Blumenthal.

The SST designation allows a country to impose additional categories of sanctions, including restrictions on US foreign aid, a ban on exports and defense sales, certain controls on exports of dual-use items, and financial and other restrictions.

If determined, Russia will join a small list of other countries designated for the SST: Cuba, North Korea, Iran and Syria.

Both Ukrainian President Zelensky and Ukraine’s parliament have called on Congress to encourage the State Department to recognize the Russian Federation as an SST.

The rationale for the Russian designation SST includes:

  • Russian combat troops supporting Syria (a designated SST country) in the Syrian Civil War.
  • Support for separatists (subnational groups) in Donbass since 2014
  • Poisoning of political enemies abroad.
  • Using the Wagner Group to achieve foreign policy goals worldwide.

Manchin will vote against Democrat abortion legislation

West Virginia Sen. Joe Manchin, who is often elected to an evenly divided Senate, said he would oppose his fellow Democrats’ legislation to protect abortion rights, but said he would vote to codify Rowe against Wade.

Mr Manchin told reporters on Wednesday that he would oppose legislation called the Women’s Health Protection Act.

“We will vote on a piece of legislation that I will not be voting on today,” he said. “But I would vote for Rowe’s codification against Wade today. I was hoping for that. ”
