White State Police Accused of Murder of Black Teenager after Car Chase

The Connecticut Inspector General’s Office said Wednesday that a white U.S. soldier has been charged with manslaughter after fatally shooting a 19-year-old black man after a 2020 car chase.

After a “long chase” on January 15, 2020, the soldier, Brian North, stopped a stolen vehicle and fatally shot Mubarak Suleman seven times through the car window.

Soulemane, who was diagnosed with schizophrenia at the age of 14, was holding a knife when he was killed, according to a report by Inspector General Robert Devlin.

The U.S. Department of Criminal Justice announced North’s arrest on Wednesday, saying the soldier was charged with first-degree manslaughter.

The Office of the Inspector General’s 133-page shooting report also explicitly states that the use of force by North is not justified.

“At the time Soldier North fired his weapon, neither he nor anyone else was in imminent danger of being seriously injured or killed by a knife attack at Soulemane’s hands,” the Devlin report said.

“Besides, any belief that people are in such danger is not reasonable. That’s why I find that North’s use of deadly force is not justified by Connecticut law, “the report added.

North was released on $ 50,000 bail, according to investigators. He is due to appear in Milford Supreme Court on May 3.
