Alabama Health Department employee killed by pack of dogs, woman arrested on manslaughter charge

Jacqueline Summer Bird “tracked an incident reported to Franklin County Animal Control in which a lady was attacked by a pack of dogs,” a statement from the Franklin County Sheriff’s Office said Friday.

Bird was “attacked while trying to contact the dog’s owner,” the FCSO said.

A 39-year-old woman has been charged with manslaughter in Beard’s death. She is believed to be the owner of the dogs and lived on the property, said Sheriff Shannon Oliver. The woman was released from custody by the FCSO on Monday, according to online records.

Deputies were initially called to the scene for a suspicious vehicle on a road near Red Bay, Alabama, about 120 miles northwest of Birmingham.

“Several dogs began attacking residents when lawmakers were there, and one person was slightly injured. Some of the dogs had to be euthanized immediately,” the statement said.

Oliver said seven mixed-breed dogs had been killed and were believed to have been involved in the attacks.

Deputies found Beard’s body outside her car.

“Alabama’s Department of Public Health expresses our deepest condolences to Summer Beard’s family, friends and colleagues after her tragic death,” a statement from their office said. “Summer was known to her colleagues as an exceptional person. She was a great team and was loved by those who knew her.”

Bird has worked in the health department for nearly 17 years, officials said.
