The mother of baby P., who died after months of violence, must be released from prison after the Early Release Council rejected the government’s challenge to its decision to release her.

ITV News has learned that Tracy Connelly will be released from prison within two weeks after on-board judges rejected Justice Minister Dominic Raab’s proposal to keep her behind bars for longer.

But Mr Raab condemned the decision, saying it was proof that the Early Release Council needed a “fundamental change”.

Now 40, Connelly was jailed in Old Bailey in 2009 for causing or causing the death of her 17-month-old son Peter at their home in Tottenham, north London, on August 3, 2007.

This was her fourth parole review since she was released on license in 2013, but she was jailed in 2015 for violating parole conditions by “developing an intimate personal relationship” online and inciting another resident. to participate in “inappropriate sexualized behavior” in her home.

In a statement, the Parole Board said: “In summary, the judge concluded that the panel took into account all the evidence mentioned in the application and made rational conclusions.

“The review decision clarifies that the weight given to the testimony given by the Secretary of State’s witnesses who supported the release and the proposed external checks is proportionate and the reasons are clearly outlined in the decision letter.

“The final ground for the rationality of the result was also rejected on the grounds that the failure to reach the threshold, as defined by law, had become unreasonable.”

Connelly will be subject to restrictions on her movements, activities and who she associates with, and will face 20 additional licensing terms.

These include living at a specified address, monitoring probation, wearing an electronic label, observing curfew and having to reveal your relationships.

Her use of the internet and telephone will be monitored and she has been told that she cannot go to certain places to “avoid contact with victims and protect children”.

Who was Baby P?

Known publicly as Baby P, Peter suffered more than 50 injuries, although he was on the risk register and received 60 visits from social workers, police and health professionals in eight months.

A series of reviews identified missed opportunities for employees to save a young child’s life if they responded correctly to warning signs.

Tracy Connelly was sentenced to five years in prison for public protection after confessing to her crimes. Her boyfriend Stephen Barker and his brother Jason Owen were also convicted.

Why did the Minister of Justice get involved?

A process officially known as the “review mechanism” was launched in July 2019 and allows the Minister of Justice and the prisoner in question to challenge the parole board’s decision if they consider it “procedurally unfair” or “irrational”. .

Victims and the public can also make a request through the minister.

But the threshold is high and is the same as required when seeking judicial review.

The provisions also clarify that “dissatisfaction” with the decision is not a ground for reconsideration.
