Biden faces pressure to declare emergencies after climate and abortion setbacks

WASHINGTON—President Biden, who has at times expressed reluctance to take executive action to break congressional gridlock, is under increasing pressure from Democratic lawmakers and activists to use a broader authority that some in the party have been skeptical of in past: extraordinary powers.

The president is facing calls to declare a public health emergency to expand access to abortion after the Supreme Court overturned Roe v. Wade. He is also being forced to use a national emergency declaration and other emergency powers to address climate-related priorities after they were stripped from the Democratic budget bill over opposition from Sen. Joe Manchin (D., W. Virginia).
