A police chief who has criticized his colleagues for failures in racial justice has been ousted as a candidate for the next metropolitan police commissioner.

John Butcher, the former head of forces in Bedfordshire and a former senior counter-terrorism detective at the Met, applied three weeks ago to succeed Cressida Dick as Britain’s chief officer. But the Guardian has learned that he has been told by the Home Office that his application will no longer be considered.

Butcher left police in 2019, but retained the leadership of the investigation into a series of murders in Northern Ireland.

While he was a chief police officer, Butcher was at the forefront of those who realized that the police still had huge problems with race, at a time when many bosses were belittling them.

It was only after the assassination of George Floyd in the United States in May 2020 that the leaders realized that the large-scale problems continued here and deserved radical reforms. In an interview with the Guardian in 2018, Butcher said that the police are less dominated by whites: “This is not rocket science, increasing the number of BME [black, minority and ethnic] officers. It’s a real commitment, empowering people to make it happen and throwing the burden behind it. ”

He led police chiefs in England and Wales during competitions and also said in 2018: “My challenge to the police is that the pace of change is too slow. I think it is about the commitment of senior management. I do not accept that everything is done … There were words, but no actions.

“The police station needs a challenge in terms of competition … If we don’t remember the lessons of history, then there is a danger of repeating the mistakes of history. Racial inequality in the police undermines legitimacy and threatens policing with consent. “

In 2019, he also attacked government cuts to damage the structure of society: “I am not a liberal heart, leftist. But let us control those who want to harm our society and choose to harm our society, but provide support to those who are caught in the circumstances and give them a path away from crime. This needs more money. Let’s focus on those who choose to be criminals. “

Butcher was a career detective and led investigations into Scotland Yard’s counter-terrorism command, including the hunt for men who tried to bomb London on July 21, 2005 and the 2007 investigation into the attempted car bombing of London’s Haymarket in 2007. and the attack at Glasgow airport.

The next commissioner will be elected by the Secretary of the Interior, who must show due respect for the views of the Mayor of London. The Met commissioner’s job announcement said the force needed radical reform to boost weak public confidence and correct “serious shortcomings”.

Among the candidates is Mark Rowley, a former head of counter-terrorism who left the Met in 2018. A former Surrey Chief of Staff, he is considered a favorite for the next commissioner.

Also waiting to see if he has made it to the next stage is Sean Sawyer, the Devon and Cornwall police chief, who is stepping down in August as chief of staff.

The only Met leader to run is Assistant Commissioner Nick Effrave. Mike Bush, a former New Zealand police commissioner who led the forces during the Christchurch terrorist massacre, has also applied.

The news of thwarting Butcher’s attempt to reach the top of the police comes days after the Guardian revealed that Neil Bassou has resigned from the race for the next director general of the National Crime Agency.

Downing Street has stepped in to halt the process of selecting the next NCA leader after Bass and Graham Bigard were selected by an expert group for the latter two candidates. Former Met commissioner Bernard Hogan-Howe is considered the No. 10 favorite candidate.

Basu irritated the government by commenting on the need for greater action on racial justice. He withdrew his candidacy after a senior Interior Ministry official told him there would be no appointment and the post would be re-announced.
