An independent investigation into allegations of misconduct at a London public high school – including breach of protection, discrimination, harassment and favoritism – found that “in the balance of probabilities” every complaint was made.
More than 100 former students and staff at Holland Park School in West London provided evidence of the investigation, which also took into account allegations that Offsted had been misled by senior leaders and that there was “overt sexism, Islamophobia and racism” at the school.
Regarding the defense, the investigation found that the school failed to support students who were victims of peer sexual abuse, had inadequate responses to the case of a teacher who was found to have had an affair with a student, and there was “exploitation “In some relationships between students and teachers.
There was a culture of fear, favoritism and inequality, the 554-page summary of the report said, and employees and students were publicly humiliated. Some of those who testified in the investigation are still traumatized by the experience.
The Ofsted report says that some staff questionnaires related to the inspection in January 2020 were destroyed, while some students were taken off-site or told not to attend school during the inspection.
Parents with children currently in school include Secretary of State for Education Michael Gove and former Mayor John Burkow.
The complaints relate to events from 2004, when the school was under the control of local authorities in Kensington and Chelsea, to September 2013, when it became a single trust of the academy, and to December 2021.
Former head teacher Colin Hall, who left last September, said at the time the allegations began to emerge: “We do not recognize the character of the school or our leadership in the charges.”
A statement issued by the board of governors on Wednesday, which accompanies the report’s summary, said: that it happened.

The statement said the board, which had recently been reinstated, “deeply regrets” that the investigation conducted by independent investigator Jessica Joels of B3sixty, which specializes in workplace investigations, concluded that these events had taken place. happened.
“We take the findings very seriously. As a result, and after much deliberation, the managers intend to make a referral to the Training Regulatory Agency and will launch a disciplinary investigation into three staff members. Everyone will be given the full opportunity to respond before any conclusion can be reached. “
Zahra Enver, a 20-year-old former student who was among those who wrote an open letter that helped launch the investigation, welcomed the report. “We are so grateful and proud of all those who have spoken, and we hope that this summary report can provide them with a little healing.”
Former teachers Elizabeth Holland and Lara Agnew added: “All the teachers who presented themselves to present evidence for this investigation showed great courage and took a significant risk.”
The Ministry of Education previously issued a notice to improve the school in November 2021, citing poor financial management, as well as excessive salaries for leaders and the failure to seek prior government approval for “new and controversial” spending.
